Attached is an amendment to the Town of Sanford’s Land Use Management Local Law to provide for Renewable Energy Systems.  The law addresses wind energy conversion systems, geothermal energy systems, solar energy production systems and farm waste energy systems.  It regulates several issues including setbacks from non-participant property lines, noise restrictions for wind turbines and buffer zones to provide visual screening of solar farms. The law requires a decommissioning plan governing the removal of the facilities at the end of it use. It also requires a financial guaranty or bond in the amount of not less than 110% of the estimated cost of complete decommissioning, removal of the facilities and restoration of the property.
